Q: Can the F2B category on Form I-130 be expedited or waived?

The post is confusing, what do you mean waived?  What is waived?  What grounds do you have for an expedite?

How do you waive an immigration category? The question as stated makes no sense.

The I-130 could be expedited, but the backlog cannot be hurried or bypassed in any way at all, so there's nothing to gain and in fact things to lose by having the I-130 expedited or quickly approved. The time the I-130 is pending counts against age of F2B beneficiary's children for purposes of CSPA, so having the I-130 take a very long time to be approved is actually beneficial. For example if the I-130 is pending 5 years those 5 years can be credited against the F2B beneficiary's child's age meaning that as long as they're under 26 when the priority date becomes current they can tag along with their parent rather than age out at 21. They still have to remain unmarried however.
