I believe a transit visa is required.

Do you mean a Canadian transit visa?  Check here -- https://www.canada.ca/en/immigration-refugees-citizenship/services/visit-canada/transit.html

 

If the father is a Philippine passport holder, he may be eligible to transit through Canada without a visa.  Check here for the eligibility criteria -- https://www.canada.ca/en/immigration-refugees-citizenship/services/visit-canada/transit/without-visa/eligibility.html

If he's traveling to the US, he doesn't need a visa (less than 24hrs) As long he won't go out to the airport. I once had a connecting flight in Canada, and I didn't have to get a visa.

From the link in previous  post only a few countries who normally need a visa, don’t need a transit visa https://www.canada.ca/en/immigration-refugees-citizenship/services/visit-canada/transit/without-visa/eligibility.html
