What if I-751 takes Longer to process than the 18 month CR Extension?

No. After the extension letter expires your wife can ask for a free ADIT stamp. https://www.uscis.gov/policy-manual/volume-11-part-b-chapter-2 "LPRs may obtain an ADIT stamp from the local field office by first calling the USCIS Contact Center at 1-800-375-5283 to schedule an appointment (TTY for people who are deaf, hard of hearing, or have a speech disability: 1-800-767-1833). ADIT stamps may only be placed on Form I-94 (with photo) or an unexpired passport."

Timeline

They should start giving out from the very beginning 3 year extension letters for people filing I-751.  This would make people’s lives much easier.
