I'm crossing the border this weekend and trying to find a short term policy but haven't been able to find one. 

Initially I thought I can just buy a travel insurance, but when I spoke with the online agent I was told that the travel insurance won't cover my situation because I will no longer be a Canadian resident once I cross the border. 

If you look up new immigrant insurance you can find some temporary ones.

They kept ur passport that’s a good sign that means approved !! They may have just ran out of welcome letters. You aren’t the only one never got a letter so you are good to go.

Congratulations! They sent me a second welcome letter when they sent back my passport so you still have another chance to get one haha. It just tells you how to pay the fee and doesn't mean anything re: your approval :)
