Im the petitioner in a case to bring my fiance and his 2 year old son over on k visa. We are currently waiting to do medical and interview. We have already received letter that has been signed and notarized by the other parent giving permission to travel with child from child welfare. Has anyone else had a successful case like this? The case is from Sierra leone.

Hundreds if not thousands of successful k1/2 casws happen routinely each year around the world.

YMMV

As long as the k1 follows local protocol,  there is absolutely no difference.  This assumes of course that proof of paternity exists.
