Yes, you can file for it if the ROC is in the process.

Yes.  Visit 

and see which offices have been doing combo adjudications by seeing which posts cite successful combos and then see what the field office was.  
 

If you see an office mentioned in a successful adjudication then you know the office will at least some time do a combo.  
 

btw Seattle reportedly does do combos, but not very well.  The claim is that filing N-400 while an I-751 is pending for Seattle will slow down the over all process. See

Ok cool. I don't care too much about a combo interview. I think my I-751 will be adjudicated not too far from now and I just wanted to see if I can start applying for the N-400.

Yes we have an idea.  From this very thread you might have missed:

So IOW Chicago does it the opposite of Seattle:

 

If you have a pending I-751 and then file N-400, 

 

Seattle: the I-751 is held until the N-400 is processed. The I-751 is delayed.  

 

Chicago: the N-400 is held up until the I-751 is processed.  So the I-751 is not delayed.  
 

Most (AFAIK, but I have not done an exhaustive study) other offices: the N-400 is processed in parallel with the I-751, might speed up processing of the I-751, sometimes even producing a combo interview.  
 

As a former LPR who literally walked into the Chicago field office in the 1980s with an I-485, a week after being married, with no appointment, and walked out with an I-551 stamp, I am surprised and saddened how far that office has declined.
