Second K1 application

A friend of mine was issued a k1 visa 2 years ago but she never moved to usa within 6 months. And she still has a sealed package from the embassy. 
They want to apply for k1 visa again and she is asking if she can open the package which will help her to fill out the forms ( the lawyer filled everything at the first time) or she has to keep it sealed and submit it on some level of the process.

There won't be anything in there to "help her fill out the forms."

 

The petitioner needs to complete and submit the petition.

 

The sealed packet would have contained the medical, which will need to be redone, and is now likely electronically submitted, rather than a packet.

 

Unfortunately, they are starting from scratch, and the packet is not going to be useful.

Assuming the same petitioner, the basic information on the i129f would not have necessarily have changed much.

Only thing I could see being useful is sending to your fiance, the petitioner, the circumstances of meeting that he wrote out.  For sure you don't want the new one to say anything that contradicts the old one, plus could save him time writing it out again and looking up all the dates/etc (if that applies).

They are not very familiar with the process because the lawyer did everything at the first time thats why they want to open it and do it themselves this time. Thank you
