Hi! My parents are in China. They just received the IR5 visas. Can they come to America now without staying in a third country for 14 days? I called MULTIPLE airlines and they said IR5 is not shown on their website's list and can't tell me. They told me to call local consulate. I contacted consulate in Guangzhou but they said I need to contact  the appropriate Regional Carrier Liaison Group (RCLG) or other designated CBP official. 

 

Did anybody know some people come to America with IR5 visas recently from China?

Yes, immigrant visas are specifically allowed to come (automatic NIE)

Relevant extract :

 

The Secretary of State has determined that the entry of the following travelers is in the national interest for purposes of exceptions to all four proclamations. The Secretary may revise these national interest determinations as circumstances warrant.

These three categories of travelers are automatically considered for National Interest Exception (NIE) at the Port of Entry and do not require advance approval of a NIE from an embassy or consulate.

  • immigrants of all categories (not applicable to Proclamation 10199, which only covers nonimmigrant travel);

Airlines are always free to refuse to board anyone on a flight to the USA. E.g. We’ve seen on VJ in 2021 when an airline refused to board holder of an endorsed CR-1 from Cancun to the USA. 
 

I predict your parents will be boarded but won’t be surprised if they have to shop airlines at the airport to do so.
