What do you mean?   You don’t have control over a NOIR.

I mean in a case waiting to respond to the NOIR sent by the uscis and one call the uscis to close or withdraw the petition but later change in couple of days to continue with the process. Any chance of the petition being reversed to continue with the process?

hello, 

I want to ask a question... If USCIS sent NOIR and I, the petitioner delayed to respond and I later called the USCIS to withdraw the petition or close it as a result of issue in the marriage, can I call for the USCIS to reinstate the immigration and respond to their NOIR now the issue has been resolved? 

What should I do to resume the processing?

File a new  I-130

 

Seems like the petition was canceled at least 3 months ago. Times a wasting.

No.   You need to start from scratch.   And maybe work hard on whatever the reason for the NOIR was before filing the petition.

You would be starting all over again and any future USCIS Adjudicator or Consular Officer will be fully aware of the history of denial, NOIR, and withdrawal.  

Facts are cheap...knowing how to use them is precious...
