K1 exempt from travel restrictions?

Yes, you can read it on the official website.

A valid K1- Visa by the embassy gives you a "NIE" (National Interest Exemption) which allows you to enter the United States independent of the 

travel restrictions. The only thing you have to consider is bringing a valid COVID-19 test :).
