Can someone translate this into English.  The "train" from DQ to interview is long and tedious, and I want to know if we are on the train for an eventual arrival, or whether there is action needed before we can edge our way into the slowly-moving queue.  I realize there will be eventual action needed, and we are making the necessary preparation, but it would be impossible to sign rental agreements, etc. so far in advance. I just want to make sure that we are actually headed to the interview as the case stands, and not on a perpetual delay as streams of other applicants pass us in the queue.

The review note about not meeting the minimum income requirement is the generic note NVC sends to many who use assets to qualify for sponsorship.  As the note says, it will be up to the consul officer to make the final decision regarding this.  If you are sure that the total value of assets listed in the I-864 is above the minimum requirement for your household size, you can leave it as is and let the CO decide.  Preparing a joint sponsor would still be a good Plan B, though.

 

As for the note about domicile -- your profile says Canada, and Montreal is notorious for being the most strict about the domicile requirement for the petitioning sponsor.  I also see that you've found the ongoing thread for Canadians waiting for IR1/CR1 interview.  I highly recommend you read through their FAQ and the posts there about domicile.  The folks in the Canada sub-forum would have the best advice for you about the expectations of the consulate at Montreal with regard to domicile.

Thanks for the reply.  It will not be difficult to prove domicile at the time of the interview.  I'm just wondering whether the process is stalled until I give some answer, since I did not get a DQ email.

At NVC stage, upload as many documents as you can from this list, in case you haven't already done so -- https://travel.state.gov/content/travel/en/us-visas/immigrate/i-864-affidavit-faqs.html#aos22

 

Your ticket is the DQ email.  Until then, you are not in queue for interview.

We also got a handful of random review notes, including the one about not meeting the income requirement (we’re using assets) and providing W-2/1099s (I have no US income), and one about derivative family members (there are none). I chose to write a single letter succinctly addressing all of the review notes and uploaded it in CEAC labelled as a W-2 because that was the one thing they had specifically asked for… it worked and we just got the DQ email second time around. Good luck!

To prove my intention to re-establish domicile I sent: quotes for shipping our belongings and dog, intro emails sent to potential employers, school enrolment inquiries, US bank statements, and correspondence with real estate agents about listing our house later this year. I also sent a cover letter that stated my intention to re-establish domicile and summarised the supporting evidence provided. That’s a bit cheeky of them to only send the income and domicile notes in your second review. I would call NVC to see if they can prioritise your case due to unnecessary delay.
