Struggling with getting a police certificate due to covid lockdown

Hit a big of a snag with our immigration process. We're trying to get a police certificate for my spouse - we've already submitted the forms and got a confirmation from her hometown's police department last week that it will be ready today. 

 

But last friday, her hometown got locked down due to the coronavirus situation. We're not sure if we're going to be able to get the police certificate anytime soon. My wife will ask her friend, who is handling the paperwork on her behalf, and see if she can get the papers within a couple of days. 

 

What are our options if we cannot get the police certificate?

 

1. Wait (it could possibly be several months before things open back up in Vietnam)

2. Submit wife's IV and other civil documents without the PCC, and explain that we couldn't get it due to the lockdown, will provide one at the consulate interview

 

If we go with the latter, do we need to provide proof that we at least tried? What kind of proof? Copy of the submission form, the confirmation of receipt, etc.?

 

Or is it better to just wait?

I had a somewhat similar issue. I uploaded the wrong PCC on NVC site (Since it was all in Vietnamese and I can't read it, I got confused between two forms). Anyway, I still got Documentarily qualified as usual. NVC sent a message on the portal that a Vietnamese PCC was not required to be uploaded at the moment, in order for DQ and I can upload it before my interview and bring it to my interview. This was my experience and your situation might be different. I hope this helps anyway!

Good news! We got the electronic copy of the police certificate! 
 

The paper copy has been delayed in the mail for who knows how long… but we have an e-copy that we can get translated and move our case along.
