Him not being allowed to exit past Ukrainian passport control, is not a US visa eligibility issue, but obviously if they detain him upon departure,  that would affect his ability to enter the US.

But if I paid the fine, would that resolve the issue?

Then there would not be a reason to detain him now would there be

YMMV

It feels so overwhelming. I’m certain it isn’t covid, but I still haven’t left the house in days just in case it is. I know the airlines require a negative covid test, but I’ve read that even with a negative result, if you are obviously sick they will not let you board. So that’s why I made the choice to stay until I recover.

I didn’t realize they could penalize my husband for this as well. If they don’t let him leave…then couldn’t that have some impact on him being able to come to the US? I can’t believe this is happening 🤦🏻‍♀️ I’m a very scrupulous person when it comes to laws and regulations and this is just making me so nervous and upset.

That is why I suggested Poland or Slovakia.  Those are land border crossings.  You can cross via car or train.

It will impact him being able to go anywhere outside Ukraine.  In 2018 my wife (fiance at that time) and I traveled from Kyiv to Bratislava.  At the airport, we split up going through exit control (different kiosks).  When I passed and got to the international terminal side, I waited for my wife.  After 5 minutes or so I went further into the terminal, seeing if she went to duty free or the restroom.  I could not find her, and she didn't respond to my calls and texts.  At the time I didn't have her sister's or parent's phone numbers, and I panicked a little.  After about 20 minutes she called me back and we met up again.  She was detained by border control because of an issue with border crossing records from a couple years previous (from Ukraine to Russia).  They released her after she payed a fine (just a few hundred UAH - about 20 USD).

In your case, it is not something to panic about.  Go take care of the fine and make sure that your husband pays his fine if they cite him.  As stated by others and me, it does not affect your US CR1 visa case.  But it is something that will need to be addressed with Ukraine's State Migration Service office.
