Refinancing whilst waiting for ROC

Wondered if anyone has any experience with this ? Currently trying to refinance our house. I applied for ROC in December and received my Notice of action which is proof of extension for 18 months. The Mortgage underwriter has requested for an I-551 stamp in my passport. Are they even doing infopass appointments for this ? I thought it was only if you had lost your green card. I was under the impression the expired green card with notice of action was sufficient to show LPR. Thanks !
