It's because a year has passed without any contact between NVC and the applicant. Who didn't contact the other party? NVC or you? That will decide whether you have to pay to start or have NVC make it active without paying?

we'd been in contact throughout the year. they requested few docs in April which we immediately uploaded; since then -- nothing. i wouldn't have found out the AOS is missing if i didn't check the CEAC (which i normally don't срулс until we get email from them)

i blame NVC as a slow af agency. getting really sick of their slowness and irresponsiveness.

so should we start 864 forms again? what's your advice?

I'd first contact NVC and see if they can resolve it. If it's just uploading the latest i864 with supporting docs, no big deal but if's it's paying the AOS fee again, no need to do that.
