You cannot speak to the USCIS unless you have express permission from the petitioner/primary  applicant

YMMV

Meaning he needs to join the call and expressly tell the USCIS that you have his permission to discuss the petition

YMMV

Do you have your NOA1 receipt number ? You can look that up online to check the status of your case. If you think it’s possible your husband withdraw the case and he’s refusing to contact USCIS himself on your behalf you may want to re-evaluate your relationship with him before you move across the world to a foreign country. I mean this with all due respect.

yes i have the receipt number, and i always checked it online. its been 1 year and still no update.

You can call immigration yourself however you would have to conference you husband on the call as well. He will then be asked some questions for verification purposes and then he will be asked if hes giving permission for Uscis to release information to you as well as your relation to him. I hope you will get answers soon. God bless
