Good morning 

Me and my husband are new citizen ,we also have a 14 years old son.

we want to apply for USA passport in Texas .

Where can we apply without giving all the originals paper (my son green card and USA citizen documents)to send by mail.

We don't want to loose them.

Is there an office that we just need to let them look at the documents and give it back to us?

No, there is no way, they always take them and then send it back to you separately from the passport

Unfortunately the regional passport agencies in Dallas, El Paso, and Houston are not doing much relative to in person appointments unless you have an emergency travel need.  I know in Detroit at the passport agency office, they used to just copy the documents if a new citizen applied in person within 30 days of the oath ceremony, I am not sure if that is the same at every passport agency office, but you may try and set up an appointment if there is a need.

To become a citizen through parents after birth, the following three requirements must be true at the same time:

  • At least one of the child’s parents is a U.S. citizen by birth or naturalization;
  • The child is a permanent resident under 18 years of age; and
  • The child is residing in or has resided in the United States in the legal and physical custody of the U.S. citizen parent.

wouldn't they have to do the N 600 for the son's naturalization papers to apply for passport

No - they can do the N600 if they want to get a certificate of citizenship for their child but they don't need to. If they met the criterea above the child automatically became a citizen when his parents naturalized. So now he just needs proof. A passport is fine for that.

You have to hand them in to get the passports, unless you go directly to a passport agency https://travel.state.gov/content/travel/en/passports/get-fast/passport-agencies.html  (not USPS) that can make copies and give the original naturalization certificates back to you; my understanding is that these are only available for emergency appointments at the moment. You will have to hand in your son’s green card and will not get it back (like you handed yours in at the naturalization ceremony and didn’t get it back), they will send a letter explaining that he no longer needs it as he is a citizen and to use his passport for ID etc.

No. The passport form DS11 lists what they can use. My daughter’s passport came before her N600 (and N600 is optional).
