Constant visitor visa rejection after having baby in US

Are you sure she does not owe? I have not heard of a hospital issuing discounts to foreigners.

It's probably a discount from the hospital's list prices which have probably been jacked up 1,000% so the 75% "discount" is probably closer to the real non insurance price.

You can negotiate the bill with hospital when insurance is not involved.

They are quite well off and travel frequently

So?  That doesn't mean they've bought themselves a visitor visa.

I have seen the medical bill. They gave her a massive discount for paying cash. I don’t see what the other reason for denial could be. They are quite well off and travel frequently

They don’t want to live in the US. The just want to be able to vIsit and go on holiday

Unfortunately, that's what 99% of the people who overstay and adjust say at POE.

It was a 75% discount. It was shocking as well. Maybe she needs to pay the full bill and reapply again. She isn’t trying to have another baby in the US

Huh?   That is a very odd comment.

Why was she trying to have the first baby in the US?

Health care is better there than our home country

They have travel history all over the world. I struggle to see why they would settle in the US

The embassy/consulate officers assume every applicant is trying to settle in the US

Lucky for them, as it appears chances of visiting US again for a long time seem slim.

It wasn't because they were "foreign", it's because they paid cash. If you pay cash they don't care if you're foreign, domestic, or extra-terrestrial. They take the cash.

Their actions say otherwise, they did manage to get the US citizenship for their child by fooling the system.

There are people that do this just so that their US-born child has access to schooling/healthcare/other benefits of being a citizen. If your friend comes to the US "on holiday" they may decide to just enroll their kid in school and stay here, therefore enticing your friend to overstay (especially if they have money and may not really need to work). Your friend needs to show very strong ties to their home country, which you haven't shared through your original post.

Again, what does their travel history "all over the world" have to do with the US specifically? The answer is nothing. Their travel history to other countries is between them and the governments of those countries; nothing to do with the US government and their own laws. Also, the point of obtaining an American visa is not to convince you, a person that the applicants know on a personal level. The point is to convince the consular officer adjudicating the case and it's part of their job and the law for consular officers to presume immigrant intent from anyone applying for non-immigrant visas.

Wonder if it's a Russian couple...

If US is not that big of a deal to them, and they travel all over the world - certainly they wouldn't apply for the visitor's visa for the 4th time since there are plenty of other countries they can visit?

IMHO re-applying makes them look desperate, wouldn't be surprised if they (or she) keep getting denied. But if money is no issue - I guess they can keep trying 🤷‍♀️

Plenty of cheaper countries with great healthcare systems to give birth in as well (depending on where they're coming from).

Doesn't seem like that choice was coincidental.
