Constant visitor visa rejection after having baby in US

Are you sure she does not owe? I have not heard of a hospital issuing discounts to foreigners.

Immigration journey is not: fast, for the faint at heart, easy, cheap, for the impatient nor right away. If more than 50% of this applies to you, best get off the bus.

If they refused her, then that's their decision. There is a concrete reason: she has a US citizen child and the embassy/consulate most likely believes that your friend is an overstay risk. She has to get a different visa entirely. Having that many refusals for the same visa type is no bueno. At this point, any further attempts on the visitor visa is just giving the embassy/consulate free money. And what does the "discount" have to do with the visa refusals??? Never heard of an American hospital being that nice lol.

I have seen the medical bill. They gave her a massive discount for paying cash. I don’t see what the other reason for denial could be. They are quite well off and travel frequently

They don’t want to live in the US. The just want to be able to vIsit and go on holiday

I was cutting to the chase with my original comment.

It was a 75% discount. It was shocking as well. Maybe she needs to pay the full bill and reapply again. She isn’t trying to have another baby in the US

its not a discount but states have different ways to handle this 

For an example In Tennessee this is the policy :

 

They do not have access to state-sponsored health insurance. ➢ They are ... CoverKids covers pregnant women who do not have maternity health benefits.

She quite possibly misrepresented her reason for visa and/or entry. Birth tourism is not illegal, making false statements to a consular officer or CBP can be trouble. Or she could be considered an overstay risk now as someone else mentioned. 
 

75% discount to a foreigner having a baby doesn’t sound right, but I don’t think that’s gonna make a difference now. With three refusals, she’s going to need some major change in circumstances to get a change in outcome.

Her nationality can have a lot to do with it.  If it is Nigeria, or another high fraud country, it is too bad she didn't renew with the dropbox. Did she have many visits prior to the visa expiring?  Does she have significant travel history, requiring visas, in her passport?   It does sound like she is appearing to be an overstay risk to the consulate.   She should wait a significant amount of time before trying to renew again.

November 6th, 2018 State ID Card Received, Applied for Global Entry - Feb 8,2019 Approved.

July 14, 2020 Removal of Conditions submitted by mail  July 12, 2021 Biometrics Completed

August 6, 2021 N-400 submitted by mail

September 7, 2021 I-751 Interview, Sept 8 Approved and Card Being Produced

October 21, 2021 N-400 Biometrics Completed  

November 30,2021  Interview, Approval and Oath

December 10, 2021 US Passport Issued

August 12, 2022 PHL Dual Nationality Re-established & Passport Approved 

April 6,2023 Legally Separated - Oh well
