It is irrelevant (for these purposes) where you will interview. 
 

If your spouse is Russian, you can try that route (assuming you were married before entering DV). Technically you should have listed that as the reason for choosing Russia on the DV, I do know of cases like this that have been approved though. Make sure you know how to answer in interview if you get asked on this. Also note that if you are cross charging to your spouse, you will both be treated as principal applicants and the spouse therefore also needs to meet the education or work experience eligibility requirements.
