It seems the restrictions change daily.  So what is today will be different tomorrow.

YMMV

As noted already, it changes all the time.  I would wait until about a month and find out.

I have contacted Bureau of Immigration - Philippines on Facebook a few times and sent them a Private message and they were quick to respond and with answer that was on target, I will say I was impressed.

Currently I believe all you need is your PSA marriage certificate. You will need to quarantine 10 days on arrival and 4 at final destination. As others have said this could and in my opinion will most likely change by the time you travel. Follow the FB page of Philippines Bureau of Immigration to always stay up to date on current policy.

Also, i dont think we have time to request PSA marriage certificate because we forgot to file ROM when we were married 2018. we are working on ROM now.

'Probably'.  I have heard of success traveling as balikbayan using only a foreign marriage certificate and no ROM.  However I have also known of BI causing hassle over not having a ROM.  Sending the certified copy of your marriage certificate off to the state Secretary of State to have it apostilled couldn't hurt either.

If you file a ROM they will send back one original copy formally stamped by the consulate which serves as the official document until PSA gets ahold of it.
