Requires 10 years of marriage, same as USC spouse filing for SS under spouses record

I don't think so.  A divorced spouse can get benefits if they were married 10 years.  No such requirement if they were married when the death occurred.

It’s convoluted and seems to be evaluated on a case by case basis.

 

Answer to the OP is yes, LPR spouse eligibility is determined the same way USC eligibility is determined.   
 

There is an entire book of rules about collecting it while out of the country.
