When to file DS-160?

Timeline

We have filed for the k1 visa. I have already received the NOA1 and NOA2. Should I file my ds-160 now or wait until we receive the email about NVC forwarding our petition over to the embassy before I do this? Please help.

If you have case number from NVC you can fill the DS-160( it doesn't have fee) if you are confident enough no information will change until the interview. People suggest to wait to  pay the visa fee ( to book an appointment) until NVC transfers to your embassy.

Wait.  No rush.  You will have plenty of time.   You will likely be in the interview queue for a year or more

No reason to rush.  Wait until your case file is at USEM and your status at CEAC shows READY
