Green Card Returned to Sender Please Help!

Hello. My stepdaughter's GC was returned to UCSIS by the post office because it went to our old address even though I filed a change of address with UCSIS several weeks ago. I'm trying to do an e-request but I do not know what to put for the "form number" -- is it OS155A? It is an IR-2 Visa for stepchild of a UCS. Please help. There is no way to get UCSIS on the phone. If you know how to do that, it would also be most helpful. Thank you.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

It was returned to USCIS on July 2. I just submitted an e request and another change of address with my name as C/O. The post office said the reason it was returned and not forwarded is that they did not have the child's name on file. I'll try to get through to USCIS today but I'm a little frustrated because I submitted the change of address with USCIS over a month ago (but didn't include my name as C/O). Hopefully she will get her GC soon.

I doubt. I get a lot of people's mail in my inbox, having my address. I do not have them in my address. 

Immigration journey is not: fast, for the faint at heart, easy, cheap, for the impatient nor right away. If more than 50% of this applies to you, best get off the bus.

I’ve actually seen my mailman take out mail addressed to our house saying “I know these people don’t live here” but that shouldn’t happen in a c/o address. However probably the actual reason it was not forwarded is because they are not supposed to forward uscis mail, period. (This has been discussed here before) It seems the address change just didn’t go through uscis in time. I would definitely talk to a live person at uscis to ensure the new address is on file.
