My now husband and i got married through webwed we have been talking daily video calks daily now that travel restrictions are better I will travel to Italy to stay for a week .I dont know if we should file after we meet or not this is very confusing i hope everyone situation works out.

You cannot file until after you meet.  Your marriage is not considered valid by USCIS for immigration purposes until you have been in the physical presence of each other during or after the marriage takes place.

Mostly correct.  You can file whenever you like, but IF you file before being together in person, your petition will be denied.

travel restrictions

You must meet in-person first. See INA 101(a)(35): "The term "spouse", "wife", or "husband" do not include a spouse, wife, or husband by reason of any marriage ceremony where the contracting parties thereto are not physically present in the presence of each other, unless the marriage shall have been consummated." Also see: "I expected to be allowed to travel since we are married, but the US border control official at the airport said I couldn't because there's a specific rule that foreign spouses who got married online can't enter the US under the current travel ban since it is a loophole that is open to fraudulent use."

And for visiting he needs a B-2 visa because he is a citizen of the Ivory Coast.
