I got approved 730 and my case transferred to the department from 96 days and i didn’t get welcome letter but i called nvc and got Case number and Invoice and login in ceac got this message 

Please be advised that the case that you have attempted to access is not eligible for further processing by the National Visa Center at this time. Please contact the National Visa Center if you believe that you have received this message in error.

That means what whatever your visa type is, a visa is not yet available for you.  Check the visa bulletin to see where your category currently is on processing.
