“DS260 review note” message from NVC

We received the NVC welcome letter in May. And I filled/submitted the DS-260 2 weeks ago. However, I have to still upload all the remaining docs. I’m waiting for my PCC from India (takes 6-8 weeks) so thought I’ll upload all other docs later.

 

Today, I got a “DS-260 review note” message from NVC saying: NVC cannot review your submitted documents until we have received all of the required documents DS-260, Civil Documents and Financial Documents. Once these documents have been submitted, we will review your case. Please follow your CEAC Home page and https://nvc.state.gov.

 

Did I make a mistake by submitting the DS-260 in isolation without submitting other documents?

 

Also, I came across a post on some online forum where someone stated that NVC doesn’t require PCC to schedule an interview, but you only need it procured before the interview date. 
 

Does that mean I shouldn’t wait for PCC and just submit everything else right away?

I did the same, submitted ds-260 prior to all the civil docs and got the same note. They just won’t review anything until all docs are submitted. Once I submitted everything, they reviewed and accepted all of them.
