I'm currently a holder of a permanent resident Visa under category E21 and I want to bring my family from Russia. I would please like to know what the requirements necessary to bring them to the United States. To remind that I’m a self petitioner.

Your spouse, your child?

What do you mean by family?

“If you know the enemy and know yourself, you need not fear the result of a hundred battles. If you know yourself but not the enemy, for every victory gained you will also suffer a defeat. If you know neither the enemy nor yourself, you will succumb in every battle.”

If your spouse and under 21 unmarried children were not listed as derivatives on your green card application you will have to sponsor them separately under F2A. The forms are here https://www.uscis.gov/i-130 and the description of the entire process is here https://travel.state.gov/content/travel/en/us-visas/immigrate/the-immigrant-visa-process/step-1-submit-a-petition.html

A LPR cannot sponsor any other family members.

On re-reading your first post, can you clarify if you just have an immigrant visa at present and have not yet entered the US, or if you have actually immigrated and are a LPR? And whether or not you listed that your family as derivatives/follow to join on your application?

Thanks for the feedback. I’m in the USA. The time when I got my green card I wasn’t married, now I’m married and I do live in the USA. My spouse and wife live outside the United State and I want to bring them here.

Ok, got it. Then F2A is your route. You can file for your wife, with your daughter as a derivative on her petition. (Caveat: if you are in line to get citizenship in the next couple of years, it may make sense to file separate petitions as the categories change and no derivatives are allowed)
