The public charge law has not changed at all.   You’re conflating the I-944 with the I-864.   
 

His AOS can definitely be denied if you’re not qualified to sponsor him, and he will not be eligible to work for at least 8 months.

 

This precise scenario is the drawback to adjusting from a B visa.

Not trying to hijack this thread, but from my read of the G-1145 instructions, you only need to submit one copy to the entire packet, even if it has multiple forms. It's not a big deal to print out three copies and include in the same packet, but I'm curious if others have had experience with just submitting one copy to the front of the entire packet (485/765/131) and receiving notifications for each.
