I am in the process of filling out the DS-260 form.

In the "crimal information" section of the "security and background" section. There is a question that asks:

"Have you ever been arrested or convicted for any offence or crime, even though subject of a pardon, amnesty or other similar action?"

I was caught shoplifting in my 20's and receieved a diversion in court, through writing a letter of apology and making a charitable donation. I was never arrested, but the police came to the store and gave my friend and I a talking to.

Do i need to answer yes to this question? I was not convicted or arrested, but i would like to make sure i'm interpreting this question correctly.

Thanks!

What does it say on your police certificate?

It does sound very similar to amnesty (which you should disclose on your DS-260) although someone more informed should voice their opinion on this matter.
