Local social security office is incredibly lazy!

Have been trying to reach them for days to set up an appointment. Every time I call, I wait in the queue for 20 minutes and then the call drops. Today, I finally got someone who picked up the phone. She claimed they did not do in person appointments. I cited memo EM-21041. She claimed that only applied to new SS cards. I read the section where it applied for name changes. She then claimed that they have not been told by management that they would be honoring that memo yet.

 

WHAT?

 

Anyone have any ideas on how to handle this?

Try a different SSA office?  If that's not an option for you, you'll just have to call again and hope that you get a more helpful SSA employee.
