last year (2006) i was still in school and only worked part time...my income was below the minimum level required in order to file taxes (i even tried to, but the guy at HR Block told me that there is no reason to file)....now i am out of school and working full time, and make well above the poverty guidelines...

should i send in my 2006 W-2's from last year in order to show them that i was below the minimum and didnt need to file?

does it matter if i was below the poverty guidelines for the past two years (2005 & 2006), even though i am well above them now? am i still eligible to be a sponsor, or do i have to qualify all three years?

Depends on the requests of the consulate. Some consulates request only IRS transcripts from the last tax year, others request them going back 2-3 years. This is a question best posed to the consulate once you get approval for your petition and the case moves to the consulate.

well i have seen packet 3 from the consulate in tirana, albania and they only request last years tax returns...i was going to be overprepared and send in all 3 years, but i guess that would do more harm than good

packet 3 says 'a copy of only the most recent years tax returns'

this means just the past year, right?

this means just the past year, right?

As of now, yes, this means a copy of the tax return filed the tax year 2006. If that does not satisfy the consulate for some reason, they will request more info from you....but if your current salary is above the 2007 poverty guidleines, you should be OK.

You need to have sufficient income to qualify now, not for the past 3 years. But recognize that qualifying means not only that you have adequate income currently, it also means that your current income must be sustainable. Your weakness is that you do not have an income history to help you in this regard. A strongly worded letter from your employer would be helpful.
