I see on USCIS website it states the address to file for removal of condition 

Where to file

U.S. Postal Service (USPS): 

USCIS 
P.O. Box 21200 
Phoenix, AZ 85036 

FedEx, UPS, and DHL deliveries:

1820 E. Skyharbor Circle S
Suite 100 
Phoenix, AZ 85034

 

why do some people use 

USCIS California service center,

PO.box 10751

Laguna Niguel CA, 92607-1075

2015-06-16: I-130 Sent

2015-08-17: I-130 approved

2015-09-23: NVC received file

2015-10-05: NVC assigned Case number, Invoice ID & Beneficiary ID

2016-06-30: DS-261 completed, AOS Fee Paid, WL received

2016-07-05: Received IV invoice, IV Fee Paid

2016-07-06: DS-260 Submitted

2016-07-07: AOS and IV Package mailed

2016-07-08: NVC Scan

2016-08-08: Case Complete

2017-06-30: Interview, approved

2017-07-04: Visa in hand

That's because CSC used to be one of the mailing address for i751 few years back. Go by the uscis current policy, don't worry about what people did bunch of years ago.

You don't send your applications directly to the service centers (anymore) or to the attention of a service center (CSC, VSC, etc.). You send them to the USCIS lockbox first, from there they will be sorted and send to the service center of their choice. I used the 1820 E Skyharbor Circle S address because I sent it with FedEx 2 Day service. Only use the address linked on the USCIS website. (https://www.uscis.gov/i-751-direct-filing-addresses)

It doesn't matter whether or not you put that address on cover letter or anywhere. Mailing to that address is important. You can simply say "USCIS" on the cover letter.

I hope you have stronger evidence than affidavits

Immigration journey is not: fast, for the faint at heart, easy, cheap, for the impatient nor right away. If more than 50% of this applies to you, best get off the bus.
