K1 visa: college admission deadline to expedite the processing

It is not international vs domestic that counts for tuition, there is no such distinction really when it comes to college fees for public colleges, it is in state vs out of state. (Private colleges do not have different fees based on residence.) OP would really need to check the state guidelines as it varies - in some states they would abide by the hard rule of not having been resident there for a year means out of state therefore OOS tuition, but in some marriage to a resident would qualify her as a resident too and then she would pay instate tuition rates.

 

If she wants to go to a highly competitive college, then the distinction of domestic vs international can matter as most colleges have much lower admit rates for international students vs domestic. In this situation yes she will need a green card to be classed as a domestic student for admit purposes.
