US Citizen (Petitioner) did not file for any ITR

Hi,

 

I am new here. Just wanted to check on what type of letter we can submit to NVC, explaining that my wife (petitioner) did not file for any ITR.

She's a US Citizen and grew up in the Philippines. She didn't have any knowledge on the IRS stuff and was earning  little/almost basic rate since she started working.

Unfortunately ignorance is no excuse for the USCIS.

Then she needs to start learning about the IRS stuff now.  She should find out first if her past years' annual income met the minimum threshold for filing US taxes.
