So i sent an e-mail to embassy for expedited request and below is the response i received. I got DQ'd on Jan 16 2021 and case status says currently at NVC. But I got an e-mail from NVC when I got DQ'd that NVC will work with Montreal embassy to schedule an interview. I have also sent a req to expedite to NVC as well but I thought since I am DQ'd NVC is just a medium to schedule the interview. In this case, who can expedite interview process at embassy? Any suggestion? Any advise? Did I miss something?

The U.S. Consulate General in Montreal is processing new immigrant visa cases from the National Visa Center and is prioritizing Immediate Relative family members of U.S. citizens, including fiancé(e)s, as well as other mission critical categories such as medical professionals.  We will resume services for other categories as soon as practicable, according to the Department's tiered prioritization guidance:  https://travel.state.gov/content/travel/en/News/visas-news/immigrant-visa-prioritization.html.  While we aim to schedule and process cases as soon as practicable, there are increased wait times for completing services due to the ongoing pandemic and substantial backlogs.   
 
The U.S. Consulate General in Montreal is currently only able to schedule a limited number of new immigrant visa appointments.  We will continue to interview scheduled applicants at this time and will update applicants as the situation develops.
 
As this case is still at the National Visa Center (NVC), you will need to contact the NVC directly to submit a request for an expedited appointment. If your cases has been DQ'd, then you are in line for an interview when your cases reaches the front of the queue for Montreal at NVC.   Presently, there are a LOT of cases in the queue.  The email you received from the consulate is telling you that you can request an expedite through NVC if you think you have a reason to jump to the front of all those waiting ahead of you (Expedited appointment processing is approved in only the most urgent cases.)

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

My understanding is that you need to expedite at each stage.

Montreal is EXTREMELY stringent in issuing expedites and do so only for the most urgent of reasons.  It is a very backed up consulate.  Just a dose of reality here, but they are unlikely to issue an expedite unless the situation is essentially life or death.  You can try, but don't put all your eggs in that expedite basket.
