Timeline

I just checked my I-130 (F3) (Petition was approved in 2011) case status on NVC website and it shows this message;

If you case is processing electronically, please log into your CEAC account at ceac.state.gov/iv with your NVC case number and 16 digit Invoice ID for case status and to learn what steps you must take to advance your case. Disregard the instructions below, they do not apply to electronic processing.

If your case is processing on paper (you mailed paper documents to NVC for review), then the case status and instructions below apply to your case.

Please follow the instructions you received from the National Visa Center (NVC) that list the six steps you must take before NVC can schedule your visa interview appointment. This includes submitting to NVC various fees, forms and documents. Once NVC has received all the required items, they will let you know if anything is missing or incomplete. You can also find these instructions online at http://nvc.state.gov (English) and http://nvc.state.gov/espanol (Spanish). You will find contact information for NVC at http://nvc.state.gov/ask.

Timeline

Create the ceac account and see if it has instructions for additional steps including AOS payment. That will mean the start of NVC processing. What's the PD of the petition?

2015-06-16: I-130 Sent

2015-08-17: I-130 approved

2015-09-23: NVC received file

2015-10-05: NVC assigned Case number, Invoice ID & Beneficiary ID

2016-06-30: DS-261 completed, AOS Fee Paid, WL received

2016-07-05: Received IV invoice, IV Fee Paid

2016-07-06: DS-260 Submitted

2016-07-07: AOS and IV Package mailed

2016-07-08: NVC Scan

2016-08-08: Case Complete

2017-06-30: Interview, approved

2017-07-04: Visa in hand

2017-08-01: Entry to US

Myself:

2016-05-10: N-400 Sent

2016-05-16: N-400 NOA1

2016-05-26: Biometrics

2017-01-30: Interview

2017-03-02: Oath Ceremony

Have you informed immigration that the petitioner died?

there is no way to proceed (at this point )without the petitioner signing the AOS and supplying tax returns

It can't be that early. My PD is Oct 2011 and my sisters PD is  May 2009. All of us are in F3 category.

No I am not going to proceed anything. I just want to create online account NVC so that I can inform NVC about petitioner's death and submit

the death certificate.
