It depends on your circumstances. The N400 form and instructions are free to download and read on USCIS' official website.

Timeline

if married to a USC then you can apply 90 days before the 3 years of POE comes up (without long trips outside the US)

if not married to USC (or divorced )  then  90 days before the 5 year period

The 3-year is only for those who have been an LPR for 3 years and have stayed married to the same US citizen spouse for the past 3 years before filing. The 5-year rule is for anyone who has been an LPR for 5 years.

One prerequisite is that removal of conditions on your GC has to be approved first before they can grant you the citizenship. 3 or 5 yr still applies from the date mentioned on the conditional GC.

2015-06-16: I-130 Sent

2015-08-17: I-130 approved

2015-09-23: NVC received file

2015-10-05: NVC assigned Case number, Invoice ID & Beneficiary ID

2016-06-30: DS-261 completed, AOS Fee Paid, WL received

2016-07-05: Received IV invoice, IV Fee Paid

2016-07-06: DS-260 Submitted

2016-07-07: AOS and IV Package mailed

2016-07-08: NVC Scan

2016-08-08: Case Complete

2017-06-30: Interview, approved

2017-07-04: Visa in hand

2017-08-01: Entry to US
