F-4 Catagory siblings case February, 2014 till now don't approve by uscic

My brother petition for F4 Catagory in February,2014, but till now we don't receive approval notice from USCIC, is it normal procedure time or others problem please any one know about it.

If the beneficiary has minor children, it's actually a good thing for USCIS to take a long time to approve the petition, to give the children longer protection under CSPA.

Your profile says California service center. The listed processing time for F4 applications at CSC is 127.5 Months to 166 Months, and cases are currently not considered outside of normal processing time unless they were filed before September 2007. https://egov.uscis.gov/processing-times/  So yes, absolutely normal and in fact you may still have a good number of years to wait for the approval notice. Bear in mind time to approval is not what matters for getting a visa as long as the case is approved before the priority date is current (this is when a visa becomes available, and this is date is currently Dec 2006).
