Is this incorrect when it asks for the most recent U.S federal income tax return? I ask as I don't see mentions of having to bring any other previous ones.

Yes, of course there is late filing.  Google is your friend.  You are confusing what to bring to the interview, and what information was needed to correctly complete her I-864,  Look at that part of the form again and make sure it is correct.  She either failed to provide information as to why she was not required to file the other two returns, or she lied and said DID file them.  It's not too late to correct this.

Facts are cheap...knowing how to use them is precious...
