Ok.  Before you say it, NO - there is no rule that prevents her from getting a POC.  If you get the runaround from NADRA, they are just making it up

I guess if the relationship is genuine then I don't think that I need to worry about the outcome, but lets see

I meant that there is no legal rule or policy that prevents her from obtaining a POC.  Many people in Pakistan think that there are "special rules" for different groups of people, but that is not true.
