Will Philippines open up for tourist/tourism in 2022?

Timeline

I think your prediction is prudent.  
 

Vaccine production will slowly ramp up though.  Just as the USA had shortages 60 days ago and is awash in vaccine that gets flushed down the toilet by the thousands of doses each night, the rest of the world will eventually have more vaccine supply than demand.  
 

So while I would not make any non refundable bookings for the Philippines yet, refundable bookings for  2022 seem prudent.

Keep in mind that the PH national elections are also scheduled in mid 2022. Depending on the outcome and who gets elected president, there may be civil unrest around that time.

Civil Unrest? Can you please define or provide and example 

 

Are we talking complete shutdown of the country with no movement from the people?

 

Are we talking bombings?

If the people do not consider next year's elections free and fair, on top of the abusive and disorganized government handling of this pandemic, it's possible we may see mass street protests like what happened in the first or second EDSA Revolutions. Those happened in the 80s and 00s.

 

Duterte is well known for threatening to shoot dissenters and his Davao Death Squads from his mayor days. I can easily see the government cracking down violently on any election protest.

Last I checked less than 2% of the Philippine population has been vaccinated.  They once stated that they would need 70% or more to reopen.  The big cities are getting supplies but the provinces are lacking.  My wife's cousins just travelled as a family from Pampanga to Manila so they could get the first shot.  They said that there is no vaccine in Pampanga but they just walked in for shots in Manila.  The elections are likely to be a challenge too.  If you have been following what is going on, violence is not out of the question at all.  

 

PHILIPPINES ONLY!!!  CFO (Commission on Filipinos Overseas) INFO - Can't leave home without it!

 

PDOS (Pre-Departure Registration and Orientation Seminar) is for ages 20-59.  Peer Counseling is for 13-19 years of age.

It is required to have the visa in their passport for PDOS and Peer Counseling.

 

GCP (Guidance and Counseling Program) is for K-1 Fiancee and IR/CR-1 spouse ONLY.

That would be nice.   But my work plans thru next march in Manilla have been officially cancelled by the Filipino Government.  So there goes my 8 week plan of scuba and getting a SRRV done.

Yes for sure I can see him cracking down as well and I think this is a real possibility as well
