Hello! Badly need some insights. My husbands Phil passport will expire in December 2021 but then we will apply for passport extension only which is good for 1 year. My question is after his passport is extended is it possible that he will be granted a US Tourist visa? We are currently residing in the Bahamas our purpose for the Tourist visa is for him to be able to renew his passport in Phil embassy in Washington.

This is doubtful for use as a reason to get a tourist visa since there are (usually / pre-covid) annual Filipino Consulate outreaches the Bahamas.

Why would the US give a tourist visa for the purpose of renewing a passport at a foreign embassy?  That makes no sense at all.  He could just as easily travel home to renew his passport.

It is possible, he needs to apply and find out.

There is a Philippine consulate in Costa Rica.  Your husband can renew his passport there.  No need for a US tourist visa (or any visa actually) for a Filipino to enter that country.

I believe OP assumes they can only do it at the Philippine Embassy in Washington DC because it covers their country of residence (Bahamas).

It's pretty inconvenient to return to the Philippines just for a passport renewal because all returning travellers have to go through a 14 day quarantine and COVID testing, and passport renewal slots in the Philippines are, last I heard, fully booked until 2022.

I think the best option would be as @Chancy mentioned to try contacting the Philippine consulate in Costa Rica or other Philippine embassies/consulates in Latin America that do not require Filipinos to obtain visas.

I get that.   It just seems pretty far-fetched as a reason for needing to travel to the US.

If he can't get back to PI or to the US for a passport you might want to try the consulate in Mexico City. We got to know the vice-consul there and they would do out of jurisdiction requests due to problems getting visas.  You might also want to ask that of the Filipino Consulate in DC as well and also see if there are other outreaches.

The best way to contact the Mexico City consulate was via facebook and they do speak english. https://www.facebook.com/PHinMexico
