I did a payment for my fiancé to do the interview in Kingston, Jamaica for the k1 visa and I was charge $281.11 instead of $265.00 Has this happened to anyone else? Or is this just taxes they added onto the fee?

Did you pay in US funds, or based on local currency. Most embassy's have a fixed exchange rate. If you used a credit card to pay, unless it has foreign transaction fees waived that would add 3%, then the conversion factor based on rate at time of transaction. The US government fee is always the same, there are just other factors that can change the total. I had my Fiancee at the time pay in local currency at the local bank branch. That avoided any extra fees or charges.

The embassies set a fixed amount in local currency for a given period of time while the exchange rate fluctuates daily. If you happen to pay using your card or online banking on a not so good exchange rate day, you will end up paying more in usd since the bank will use the current exchange rate. The  there may be bank fee for using international transaction or using card and such. No additional tax by us embassy though.

2016-07-08: NVC Scan

2016-08-08: Case Complete

2017-06-30: Interview, approved

2017-07-04: Visa in hand

2017-08-01: Entry to US

This sometimes works the other way, FWIW; I ended up paying a little bit less than $265 for Anastasia's because the $/RUB rate had become more favorable since the last time they set the fee.
