Sponsorship transfer?

Hello. My mother (US Citizen) filed for me under the category Unmarried Daughter over 21 yrs old. Now my mother wants to return to her birth country (Trinidad) and my Application was approved March 2021. My priortiy sate is Nov 17th 2017. I was wondering if the sponsorship can be transferred to my brother (US Citizen) since she won't be working anymore and retiring. Is this something that can happen without going through the process from the beginning again?

No.  He would have to petition you with a new petition.

The above response is correct. Transfer can only occur in very limited circumstances on the death of the original petitioner. If your brother wants to petition you he’ll need to file a new petition and as you may be aware, it is around 15 years to get a visa via a sibling.

Not sure I follow why the brother can’t sponsor. While the sponsorship cannot be transferred the brother should be able to be a joint sponsor on the mother’s application, right? 
 

The issue is I see is proving domicile for the US citizen if she moves to Trinidad. However, given that F3 will take 10+ years to get to OPs priority date, if the mother can move back prior closer to the priority date being current it should address that issue.

He can be a joint financial sponsor but cannot take over as petitioner. My understanding is they  were asking about transferring the latter, given the wording of the post. Also it is F1 not F3. If mom was going to just move back in time for the interview they would not be asking the question in the first place. Yes maybe it’s a plan they haven’t thought of yet but it’s a pretty transparent one.
