Yes you can, in fact if you petition for your 22 yr old unmarried brother now and he gets married next year, he can bring his wife and their 15 yr old child when he immigrates.

Sure. Be aware it will probably take about 15 years, longer from some countries (India, Mexico, Philippines). If he marries and has kids (as most would waiting for that long from this age), they can be added to his case.
