Proof of Surname Change Document?

Timeline

I (US citizen) and my husband (Ukrainian citizen, US resident) were married in the states but now live in Ukraine. I'm being asked to provide proof of name change since I took his last name when we married. 

 

The only documents I have are our marriage certificate, old and new passports, IDs, and SSNs. Ive spoken to the county clerk and the social security office in the US but everyone agrees that a "proof of name change" document does not exist in my country. I've explained this to the immigration offices but they insist it must be out there. 

 

I know this question is more related to outgoing immigration but maybe someone had to do something similar? My embassy offered to notarize an affidavit but that was deemed irrelevant as well. Super frustrated, any points in the right direction are appreciated!

There is proof

i have my SS cards from when i was single and the new ones from marriage (#'s are the same and the proof of marriage was accepted by SS office)

you should have proof of changing DL after marriage to new name accompanied by marriage certificate which would have former names and show last name of new husband

those are proofs for a US woman to show name changes

In the US your marriage certificate is all you need. If you're trying to change things abroad you will have to follow the laws there. THey may not allow  name changes just based off marriage and you may have to use your maiden name or get it legally changed there.

The SS cards and marriage certificate arent enough, according to the immigration office. You didn't have to submit any other kind of form?

Yeah, Ukraine, similar to Russia do not accept the marriage certificate as a legal name change document.  You might try looking into one of those online legal services to see if you can effect a court ordered name change to satisfy the Ukraine immigration folks.
