well the prize for sending it “early” (aka as soon a legally allowed) is potentially earlier processing, and if USPS is having delivery problems, less chance of it arriving late.  
 

All of which is interesting.  No one seems to be able to answer the question and instead fall back to fear, uncertainty, and doubt. 

Because, if you mail it on a properly calculated day 90, then you're fine. You're following the instructions.  This does not mean there won't be human error on the other end.  Complete package are mailed back by mistake.  Payments in the correct amount are refused... Errors do happen, that's all.  I haven't seen anyone trying to scare you, but no one can say with certainty what will happen to your case.

Your timeline says you filed ROC 8 days after the 90 day window opened. Not 1 day. "Do I as I say, not as I do"?

 

Anyway I think this thread has run its course. There have been assertions that that filing at 90 days resulted in rejection, but no actual examples.
