Some VJ members notified their provider to use a dummy/placeholder SSN until their dependents get their actual SSN.  Providing birth date can also work.  Here's what the IRS says -- https://www.irs.gov/affordable-care-act/questions-and-answers-about-reporting-social-security-numbers-to-your-health-insurance-company

 

"Q5: If I do not have a social security number (SSN) or other tax identifying number (TIN) for myself or other covered individuals, such as my spouse or dependents, should I contact the IRS to obtain  a social security number or individual taxpayer identification number (ITIN) so that I can give it to my health coverage provider?

 

A5: No, it is not necessary for you to contact the IRS if you do not have an SSN or a TIN.  You should advise your coverage provider that you do not have an SSN or TIN and give them the date of birth for each covered individual."

How? The health insurance says without SSN they cannot? Is there anything else that can be done?

Escalate your request to a supervisor and reference the IRS link that @Chancy provided below. Do the same with your HR department.

Depends on who you were originally talking to about enrolling your spouse in your health insurance.

 

In my case, my husband talked only to the HR department at his employer. They enrolled me as his health insurance dependent without issues. If you had the same experience, try again with your employer's HR department first (as you can talk to them face to face) and escalate to a supervisor if needed. If that doesn't work, contact the insurer yourself and escalate to a supervisor.

Same here. Enrolled with ITIN number.

  • 7/29/2021 USCIS received response to RFE
  • 8/09/2021 Bio appt + I-693 Notice in mailbox same day

I had my ITIN done before using my passport. It's easy to get.
