This is Ruby's MIL, not Ruby.  Ruby is approved at USCIS and sent to NVC, 2 kids are pending denial. but we are working on required info, 2 other kids are still being reviewed.  Can we group them back together once all are approved at USCIS, or will Ruby's expire at NVC?

I130s don't expire.  You can request the files be joined once all are at NVC

Ruby's case will not expire at NVC as long as you contact is made with NVC every few months.  Just hold off on submitting fees until all cases are there.   All the cases can then be joined at NVC once all are there.
